What is TIP?

The accessible, affordable, accountable, comprehensive, responsible,
universal health care plan for Texans by Texans!

The Texas Health Insurance Plan means...

Universal Coverage
Guaranteed health care for all Texas residents. People with already established government or retiree benefits do not lose their benefits.

Comprehensive Coverage
Outpatient, in-patient hospital, specialist, and emergency care; rehabilitative, occupational and mental health; prescription drugs and supplies; and prevention and public health measures.

Public Accountability
A Health Care Authority created by the legislature with public oversight independent of government control. A public process with open records and meetings and opportunities for the public around the state to give input.

Freedom to Choose
Providers Complete freedom to choose a licensed health care provider, hospital, pharmacist or integrated health system.

Portability
Coverage or physician of choice not affected by changing jobs, moving within the state or unemployment. Health care coverage for Texans injured or who become ill out of state.

Fair Financing
Employer and employee contributions based on income with a floor and ceiling for those that make too little or too much. No added taxes.

Cost Containment
Annual budgets for hospitals to cover all operating expenses. Negotiated fee schedules for physicians and other providers with simple, computerized billing. Cost of drugs and equipment negotiated with manufacturers.

Accessibility
Resources allocated by regional planning boards based on population density and community needs.

Optimal Transition
A system established and implemented by consumer, legislative, business, hospital and provider interests with phase-in over five years.
